COME:ON! : Culture – Occupation – Mobility – Europe : Operational Network !

The COME:ON! program brings together organizations from Belgium, France, Italy, Latvia, Romania and the United Kingdom, working on youth engagement and the occupation of vacant buildings in Europe. Our common experiences allow us to constitute a system of actors active in various fields of activities that take place in free spaces in Europe: artistic activities, cultural action, social accompaniment of young people and exiled people, housing…


In 2020 and 2021, several activities have been set up to allow the young participants of our organizations to meet and strengthen their practices.  Due to the pandemic, the format of many events have been adapted to be held at a distance or only locally. Between June and December 2021, we finally managed to organize 12 transnational meetings bringing together more than 200 youth in 8 European cities.


Our two-year work, in our respective cities and during the transnational events set up, was structured around five axes presented in the following document. A set of reflections is firstly about the transnational practices of youth collectives in different European cities. Secondly, an important part of our creation concerns the temporary occupation of vacant buildings in Europe. The third axis is our transnational cultural actions. The social engagement with youth on the margins is our fourth axis of reflection. Finally, the transnational artistic creations are the last axis of the program.

In Rennes (France), Coop’Eskemm, a cooperative research office specialized in social and youth policies, coordinates the network. Keur Eskemm, an association that conducts activities with young people, particularly in their artistic expressions and practices, supports the mobilization of young people from Rennes participating in the activities. Keur Eskemm is also involved in the work on temporary occupation of vacant buildings, because of its experiences in Rennes. The association d’Ici ou d’Ailleurs also participates in the activities by supporting the participation of volunteers and young people in exile in the various youth exchanges.

In Italy, Baumhaus is an association that supports young people in their artistic practices in Bologna. The collective is involved in a work on the creative practices of young people as well as on their mobilizations within the framework of the festivals that they organize. SMK Factory is also actively involved in the work in Bologna and has made the various videos produced on the temporary occupation and artistic practices of young people in Italy and at European level.

In Romania, two associations are involved in the activities. In Sibiu, the association Reset works with young people on their commitments and is particularly interested in the most vulnerable. Reset coordinates a work for the network on the commitment of marginalized youth, especially taken in charge by the institutions. In Timisoara, the association Diogene is mobilized to support artistic practices of young people, in the field of theater. An activity was therefore organized in Timisoara with young people from Romania, Latvia, Belgium and France.

In Belgium, the association Communa is involved in the animation of the work on temporary occupation of vacant buildings. Communa also organized a Youth Camp in different of these places in summer 2021 and seminars to reflect on our practices in vacant places.

In Latvia, Free Riga is an association that occupies different places. Young people are involved in our work on temporary occupation. Free Riga is also actively involved in our reflections on youth engagement and cultural practices.

In the UK, the association RAPAR supports exiled people in their engagements in Manchester and also supports young people. RAPAR has been working on youth engagement as part of the project.

Based on the experiences of Baumhaus in Bologna and other partners, here are several contents to share good practices to facilitate and recognize the cultural engagement of young people across Europe.

COME:ON! was initiated by organizations from the cities of Bologna, Manchester and Rennes. At the beginning of the program, we therefore sought to share our local and transnational experiences as best we could. The young participants, our structures and our links are thus explained through five contents.

In Brussels, the association Communa is developing several temporary occupations with a social purpose in vacant buildings. Based on these experiences and other initiatives built in Riga and Rennes, here are two useful contents for all those interested in the use of free spaces!
